Born on August 14, 1982 in Riga. Latvia. In 2004, graduated with honors from the All-Russian Academy of Foreign Trade under the Ministry of Economic Development of the Russian Federation, Department of International Law. In 2008, completed a postgraduate course in International Economy at the same Academy and qualified as Economist with Foreign Language (English) Skills. In 2010, earned an LL.M. degree in International Business Law from the University of Manchester.
From 2003 to 2005 worked at the legal department of a major Russian telecommunications company, a member of the Rostelecom group. In September 2005, Ms. Morozova was employed by the Intersputnik International Organization of Space Communications as Legal Counsel. In 2010, she was appointed Head of International Legal Service.
Elina Morozova sits on the Board of Directors of the International Institute of Space Law and is a member of the Expert Committee of the CIS Interparliamentary Assembly – Regional Commonwealth in the Field of Communications (RCC). She heads the working group for the revision of the regulatory instruments of the RCC. She is a member of the Russian Association of International Law.
Ms. Morozova is the author of over a dozen publications concerning international space law and satellite telecommunications in English and Russian.
