Executive Director, Intersputnik

Born on January 22, 1955 in Washington, D.C. In 1977 graduated from the Moscow State University of International Relations under the Ministry of Foreign Affairs of the USSR.

From 1977 to 1993 employed by the Ministry of Foreign Affairs of the USSR and the Ministry of Foreign Affairs of the Russian Federation, having risen from Desk Officer of the USSR Embassy to India to Head of Division for International Cooperation in the Peaceful Uses of Outer Space of the Department of International Scientific and Technological Cooperation. In 1993 transferred to the Intersputnik International Organization of Space Communications to hold the position of an Expert. In 2008 appointed Executive Director.

Full member (Academician) of the Russian Academy of Cosmonautics, member of the Russian Association of International Law, International Institute of Space Law (Paris), International Bar Association (London), and the American Institute of Aeronautics and Astronautics (Reston, Va.); full member (Academician) of the International Astronautical Academy (Paris), full member (Academician) of the International Telecommunications Academy (Moscow, Russia).

Author of over twenty publications on international space law and the activity of the Intersputnik International Organization of Space Communications; co-author of the manuals ‘International Space Law’ (1999) and ‘Law of International Organizations (2018).

Holder of the Distinguished Service Award of the International Institute of Space Law (2019).
